This two-part case study describes the conflict between. Congress and President George H.W.  Bush over U.S. policy toward China following the Tiananmen Square Massacre of June 4, 1989. It juxtaposes the Bush administration’s emphasis on securing U.S. interests and maintaining a policy of engagement toward China with Congress’s concern for upholding human rights and democratic values by punishing Beijing.  The study traces the debate and legislative effort s during the rest of 1989, concluding with President Bush’s January 1990 decision to veto sanctions and Congress’s unsuccessful attempt to override that veto.
